When patch 3.3 came out they made some changes to Gift of the Earthmother which, instead of reducing the global cool down of all skills by 10% it now only applied to Lifebloom, thus increasing our need to stack haste. Also because of the changes in set bonuses from T9 to T10 there is no longer much need for crit and therefore we don't need to stack as much of it.

The chart above displays how the Haste cap can vary depending on the makeup of your raid. So figure out what your raid has in it and then find it on the list and that will be your haste cap.
